Why wasn't Fajardo's intentional grounding penalty from the end zone called a safety?

His IP address suggested it may have been him at the time. But we also had to threaten to ban / suspend him for abusive behaviour. So I give it 50 / 50 if it was just a troll using a VPN or actually Mike Kelly.
