The rule should be if you injure a player with a penalty hit and they are done for the game, you are removed from the game as well.  Put a heavy penalty on it and you stop the cheap shots.

Or just penalize the actual hit properly either way.

Pretty clear in the rules what the Grade 2 UR's and auto ejections are.

Rough play is tops in the list.
