" I'm fairly confident that if that is truly a legitimate concern, they could put a provision in place that could allow a player to opt out of the exemption. Also, as has been pointed out, every single person drafted is in essentially the same boat. Sure 1st rounders will get more, but ultimately, they have little say in the matter. Don't like it? March 15, 20196 yr comment_383501 I think the interesting fight would be in southern Ontario where you are going to see Hamilton and Toronto fight over who get to claim from the Western Ontario Mustangs from London and the 2 Waterloo schools and with the Maritimes team getting all of that to pick from as well.

When each team had 2 territorial exemptions back in the 70's & 80's I don't recall there ever being any disputes between the 2 teams. They obviously worked it out.
March 15, 20196 yr comment_383531 My thoughts that the exemtion should be a player from your own city...regardless where he went to University...and in seasons where you may not have a local kid away at a school...you can claim a guy from a western school if you are in the West, or an Eastern school if you are in the east. A provision as well is that player should be classified as a 1st round selection and have to be payed relative to what other 1st rounders in his draft class get

That would keep teams from using it on all but elite players. There's basically a cap in what teams will pay rookies they draft anyway and it's the same situation.

But similarly, you could force teams to pay X amount if they choose to use the territorial exemption.

Not the same thing.
