As important as speed/quickness is (which diminishes with age and he has certainly lost a bit) The ability to read blocks, consistently get under and catch punts and use angles correctly is more important. 

Maybe he is too far gone even for for just returning kicks. But Id still take a look, if he was healthy and cheap. (I am biased, I was a fan of his since his hawaii days) 

For the money he'd want & questionable that he could be a fulltime returner, Owen's not worth it.
