I believe that is the case, He's got a Clause in his contract that states he can workout and sign with an NFL team between (insert a month or 2 here). If he doesn't sign with an NFL team when the end date passes, his CFL contract kicks in again, If he does sign between those dates, BC just releases him and he signs with the NFL team.
