There used to be a working farm in Kingston, where inmates worked that were nearing the end of their sentences or were lifers that prison felt were of low risk. You could drive down the street and there they were, working the fields, within city limits. They stayed in housing right on the farm and I don't believe the doors were locked from the outside. I remember onetime, an inmate walked across the street and did some shopping at the local Food Basics. Cops were called and he was escorted back. He had a shopping list. I think he was nearing the end of his sentence for manslaughter. Too bad government shut those prisons down.
