Desk audits would be far more common if the Civil Service Commission had the capacity to do so. But, they're so short staffed that they can't even keep up with basic recruitment. It takes six months to get a positioned filled, if you're lucky. One of the ways managers were able to retain staff in the past would be to change the position descriptions in order to get them reclassified up, even if they were not performing all the duties. Now, all those people are vulnerable to have their positions re-classed back down. This government has also decreased the amount of supervisors and managers by realigning a lot of offices so more people are reporting to fewer people. The two year salary protection has been part of collective agreement. I'm not sure whether they'll maintain that policy while a new agreement is being negotiated on good faith. I'm going to guess they are. Not so for the no-layoff clause.

Not their MO. I know a lot of people who waited and waited for buyouts but eventually gave up. The ranks are quite thin at this point. The layoffs will likely come as they kill and outsource entire offices/programs, like Translation Services. It won't be a buyout option, inviting people to retire.

Nope, was always the plan to get it in this year and have been working towards since the first budget in 2016. It's actually a year early than a lot of people expected (but right on cue for those that have been watching). It would have been nice if they could have just balanced (or nearly balanced) the budget instead of adding an additional $350M in debt. The province owes around $26B. For those that budget watch, you'll note that they increased Enabling Appropriations - Internal Service Adjustments. If I were laying off a ton of people and had to pay out severance, that's where I would put the money to do so. It went up over $30M. I know some is going to MB 150 but they're not putting more than $30M into that over and above the $45M they're committing in infrastructure. And the MGEU agreement ends April 1st.

As long as we never return to the days of bottle-episodes (standalone episodes) like TNG, where nothing they did week-to-week mattered. Where time never seemed to matter. Star Trek will always be crippled by the magnitude people that get a say in what happens. It's a franchise run by committee.
