The DOJ and the individual states can go after Trump. They don't need the Senate for that. The problem you're going to have is that you need legislation that will stand up the the Supreme Court. Right now, nothing the Dems put forward for electoral reform will not pass the alt-right court. The electoral college is going to be near impossible to remove without bilateral support and there is no way you're going to get smaller state senators of either party to support it.
