You could drive down the street and there they were, working the fields, within city limits. They stayed in housing right on the farm and I don't believe the doors were locked from the outside. I remember onetime, an inmate walked across the street and did some shopping at the local Food Basics. Cops were called and he was escorted back. He had a shopping list. I think he was nearing the end of his sentence for manslaughter. Too bad government shut those prisons down. Seemed like a good way to help prisoners transition back into society and to also be productive. EDIT: Collins Bay formerly "Frontenac" Institution. Looks like they may be reopening it.
