Because by the time you run short yardage team on and off the field, 15-20 seconds run off game clock, so now you're 1st and 10 at midfield with 15 or so seconds left.  So you have 1-2 plays plus a kick.  That's if you get it, if not Ottawa gets the ball at midfield with 30 seconds left.  Not worth the risk, it was closer to 2 yards too.
