Maybe an option for the opposing team to have an untimed down if they accept the penalty and no yardage is possible (on the 1 already).

Yup that would be fair. 

Neither team wanted to win this game, Masoli made some bad throws, but the Ticats dropped nearly a dozen passes as well.

Bridge did better than I thought he would but he's still in no way a guy I'd hand the keys to the franchise to.
